The Southeast Asia Rescue Foundation, Inc, also known as the Sea Rescue Foundation, is a 501 (c) (3) Federally tax-exempt non-profit charitable organization (EIN 43-1259211). The organization is listed in IRS Publication 78, September 1996 Revision, Volume 2, Page 716, and is incorporated under the laws of the State of Florida (N21860 and SC11034) to provide protection and assistance to refugees and others in distress in Southeast Asia, particularly Indo-China, and elsewhere. The SEA Rescue Foundation is also registered with the Registry of Charitable Trusts of the State of California (CT 72988) and with the Office of the Secretary of State of the State of Nevada (C22978-99).

Southeast Asia Rescue Foundation, Inc. was founded by Theodore G. Schweitzer III, Ted Schweitzer, in 1983 and has been assisting the neediest people in Southeast Asia and Indo-China ever since. Theodore Schweitzer has long been associated with  The United Nations and The Office of The United Nations High Commissioner For Refugees headquartered in Geneva, Switzerland, having begun his refugee career with the UNHCR in Thailand in 1979.

Theodore (Ted) Schweitzer was born in Hannibal, Missouri USA. He holds a BA in English and French from the University of Iowa, Iowa City, Iowa USA, a degree in French from the University of Paris, Sorbonne, Paris, France, and an MA in Library Science, also from the University of Iowa. He is also a graduate of the American University Alumni Association Thai Language Center, AUA, Bangkok, Thailand. He is a veteran of the United States Air Force and his biography is listed in Marquis Who's Who in America. The story of his dangerous exploits rescuing Vietnamese refugees from the pirates who had captured, raped and tortured them was detailed in a feature story in Reader's Digest in January 1986. The story was entitled: One Man Against The Pirates.

In 1981 Theodore Schweitzer was presented with a personal Diploma replica of the Nobel Peace Prize which was awarded to the Office of The United Nations High Commissioner For Refugees, in part for his work in saving thousands of Vietnamese refugees from death on the South China Sea and the Gulf of Thailand.
